salam ostad..
i got the same thing at home.. without the router, which works nicely..
and with what u show here u have done what should be done, and it should work, and be able to find the shared folders.
the only diff in mine is that proxy ips are

192.168.0.1 (PC with internet) and
192.168.0.2 for the other pc

the tcp/ip for the Local Area Connection is:

IP Adress: 19.168.0.1
Subnet Mask: 255.255.255.0
Default Gateway Mask is empty

on the other pc.. the TCP/IP is

IP Adress: 192.168.0.2
Subnet Mask: 255.255.255.0
Default GatewayMask: 192.168.0.1

and the bottom half there is "Use DNS adress.." option, which i have put in the
DNS Servers IP (running windows 2003, had to do this since i had a little difficulty with the dns server)

the DNS Servers i get from running CMD and then ipconfig /all
then in the results u should see the ips.

with all this my little network works fine. if u have done all this and it still doesnt work, the it must be something in the router settings. (I think)
