The debate over female circumcision is relatively new. It wasn't until the second half of the 20th century that Westerners began learning of it's practice in parts of Africa and other Moslem countries. It was at that time that medical practitioners and African activists brought the health consequences of female circumcision to the attention of the United Nations and the World Health Organization (WHO). The procedure is often performed with no anesthetic, by a lay practitioner who may have little or no knowledge of human anatomy or medicine. Side-effects of the surgery may include shock, hemorrhage, infection, and even death in some instances. If the urethral opening has been covered through the process of infibulation, it is possible for the passage of menstrual fluid to be blocked, which eventually leads to reproductive tract infection, lowered fertility and sometimes sterility. In 1979 the WHO issued recommendations to African governments that they eliminate the practice (Althaus). However, FGM remained part of Somali culture, and to this day Somalia is the highest ranked nation in the world for percentage of population that is circumcised (Fourcroy).

Somalis, like many other African people, hold great pride in their cultural history and the ways of their ancestors. Rites performed among these people are not easily abandoned. In 1946, when the near-by country of Sudan was about to proclaim a law that would have made infibulation illegal, many parents rushed to midwives to have their daughters infibulated in case it became impossible later on. When these midwives began being arrested, protests broke out against British colonization. The British government, in fear of a widespread revolt, eventually stopped enforcing the law (Althaus).

As stated above, circumcision in both males and females is a rite of passage that has been performed since around 5000 B.C. It is believed that young Somalis can not become socially acceptable adults until they have undergone the process of circumcision (Iweriebor). In their society everyone, or almost everyone is circumcised. Most young girls are circumcised between the ages of four and twelve, but some may be circumcised during infancy (Althaus). Those who aren't circumcised are traditionally prostitutes, members of former slave groups, or become a general outcast of society. They find the rite of circumcision in both males and females to be their religious obligation, much like those who follow Judaism (Matias).
